FY2026 CoC Program Competition

Public Notice

Posted: August 11, 2026

On August 10, 2026, the U.S. Department of Housing and Urban Development (HUD) notified Continuums of Care nationwide that, due to a recent federal court ruling, the FY2026 Continuum of Care (CoC) Program Competition has been suspended.

At this time, HUD is not accepting CoC Program applications and is expected to suspend access to e-snaps while it determines its next steps.

Opening Doors, as the FL-511 Collaborative Applicant and Lead Agency, has notified local project applicants to pause work on their FY2026 CoC Program applications and preserve work completed to date. All materials submitted through the FL-511 local competition will be retained to support an efficient response should HUD reopen the competition or issue a revised Notice of Funding Opportunity (NOFO).

Opening Doors will continue to monitor guidance from HUD and will provide updates as additional information becomes available.

The U.S Department of Housing and Urban Development (HUD) released the FY 2026 HUD Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) Program Competition on Monday, June 1, 2026. As the Collaborative Applicant, Opening Doors Northwest Florida, Inc. is responsible for conducting the local competition and submitting a consolidated application to HUD on behalf of the Escambia and Santa Rosa Counties CoC. Through this process, the CoC solicits and evaluates project applications for new and existing homelessness assistance projects and selects projects for inclusion in the CoC’s FY2026 application for federal funding.

The purpose of this local competition is to identify project applications that align with HUD’s FY2026 funding priorities and the CoC’s strategic goals for preventing and ending homelessness within the CoC’s geographic area.
